The Clementine Mathis Rouse Scholarship Fund is a scholarship program established the five children and a
granddaughter of Mrs. Clementine Mathis Rouse. The Fund was established in November 1994. The purpose of the
scholarship award is to assist students in the Little Rock, the North Little Rock, and the Pulaski County School
Districts in pursuing a program of undergraduate education or a vocational/technical trade. Scholarship amounts
vary. Award determination will be made with the assistance of the Clementine Mathis Rouse Scholarship Fund
Selection Committee. In addition to scholarship awards, the Fund also acknowledges the work done by teachers in the
Little Rock Public School District.
Eligibility Requirements
Nominees for this award must be a teacher in
the Little Rock School District at the time of nomination and when
the grant is awarded.
The nominee cannot be related to a Clementine Mathis Rouse
Scholarship Fund employee, director, or selection committee member by blood or marriage. Relations are defined as:
applicant's parent, grandparents, uncles, aunts, and their descendants, brothers, sisters, their spouses and
descendants.
The teacher must be nominated by a fellow teacher or principal at
his/her assigned school. Only two nominations per school in the Little Rock Public School District will be accepted
for each school term.
Selection Criteria
Selection will be made on the basis of the information in the
nomination application. The form should state what makes the nominee an outstanding teacher and should include
information such as:
Does the nominee motivate the students in
his/her classes? If so, how?
Does the nominee promote self-esteem in
his/her students? If so, how?
Does the nominee assist students in
developing new skills? If so, how?
What types of activities or programs has the
nominee introduced to enhance classroom instruction?
Does the nominee provide a positive
atmosphere for learning in the classroom?
Is the nominee a
mentor?
Is the nominee active in the community? If
so, in what way?
Are any of the community activities related
to education? Pubic service?
Does the nominee work with children outside
of school?
Does the nominee provide additional tutoring
for students?
All awards will be made without regard to race, creed, color, sex,
religion, or national origin.
A selection committee appointed by the Board of Directors of the Fund selects the Clementine Mathis Rouse
Outstanding Teacher.
Award
The award will be a commemorative certificate/plaque and a cash award to assist the teacher in an educational
activity.
The cash award varies.
Terms and Conditions of Award
The following terms and conditions provide the basis for the cash award.
The cash award is to be used to fund an education activity, e.g. study materials, special
program, etc.
No moneys provided by the Fund may be used for any political campaign or to support
attempts to influence legislation by any governmental body.
Unless otherwise stipulated in writing this award is made with the understanding that the
Fund has no obligation to provide other or additional support to the awardee.
The cash award will be made when the recipient has signed and returned the Acceptance of
Teacher Award form.
Repayment
The cash award by the Fund is an outright gift and is not subject to repayment.
Application Procedures
Nomination forms for the Clementine Mathis Rouse Outstanding Teacher Award are available at all area
schools.
The procedures and requirements in submitting and preparing nomination forms are as follows:
The nomination forms are made available by the Clementine
Mathis Rouse Scholarship Fund to theLittle
RockPublicSchool District. The school district office will
make the nomination packet available to the district's schools.
Complete the nomination form. The form should be typed or
legibly printed.
Submit the nomination form to the Clementine Mathis Rouse
Scholarship Fund. The nomination form (and attached pages) should be submitted to:

Important Dates
1st Week in
September
First day of nomination period. Complete nomination
forms and submit to the Fund.
January 31
Deadline for returning completed nomination forms to
Fund. Nominations must be postmarked no later than January 31st to be considered for current year's
award.
1st Week in March
Award announced by Fund.
3rd Week in March
Award presented at Annual Scholarship
Dinner.
